On March 19, 2025, the 37th ECA online meeting was held virtually as part of UNEP OzonAction’s activities under the Montreal Protocol. The event brought together representatives from National Montreal Protocol Units (MPUs), industry experts, implementing agencies, RACHP training centers, and regional partners.
The meeting focused on training and certification programs for the safe use of alternative refrigerants, addressing regulatory aspects, practical requirements, and challenges in implementing certification systems. Key topics included the necessary legislation, the role of training and certification bodies, technician registries, and hands-on training for ammonia, CO₂, hydrocarbon refrigerants, and HFOs. The goal was to support ECA countries in adopting legislative and policy measures to develop or improve a mandatory certification system for alternative refrigerants.
With the HFC phase-down promoted by the Kigali Amendment, alternative refrigerant technologies must be adopted. However, their flammability, toxicity, and high operating pressures require a highly skilled workforce. Without proper training, the successful implementation of these regulations will be challenging.
Key presentations included:
- Artem Kushnerev (UNEP OzonAction) provided an overview of training and certification systems in ECA countries.
- Xenia Messariti (European Commission, DG Clima) presented the certification requirements under Regulation (EU) 2024/573.
- Marco Buoni, former President of AREA, discussed advancements in training for RACHP systems using alternative refrigerants.
- Professor Gratiela-Maria Tarlea (AGFR) shared Romania’s experience in technician certification.
- Andrea Voigt (Danfoss) highlighted private sector initiatives supporting the safe use of alternative refrigerants.
The event offered a valuable opportunity for experts and trainers to exchange knowledge and experiences, reinforcing the commitment to a safe and sustainable transition in the refrigeration and air conditioning sector.
