AREA at the African Network Meeting in Dakar

AREA took part in the United Nations African Network Meeting, held in Dakar, Senegal, in September 2025. The event gathered National Ozone Units from 54 African countries—both francophone and anglophone—together with UN agencies and regional stakeholders, to advance discussions on the implementation of the Montreal Protocol and the Kigali Amendment. Key topics included technician training, certification, and the transition to alternative technologies.

AREA showcased how Europe’s experience can support developing countries in strengthening the skills of RACHP technicians, sharing practical approaches to training, certification, and the safe use of new refrigerants. The European model on F-gas regulation, quota systems, and enforcement mechanisms was presented as a valuable reference to guide the global transition.

Discussions highlighted that, while African countries are motivated, they need substantial support to establish technician competence standards, develop enforcement tools, and strengthen MRV (monitoring, reporting, verification) systems, logbooks (digital, electronic, or paper), and centralised databases. Building capacity is central to ensuring a safe and effective shift to low-GWP and flammable refrigerants.

In bilateral exchanges with UNEP, UNIDO, and national stakeholders, AREA stressed the importance of North–South cooperation and explored future collaboration opportunities. AREA reaffirmed its commitment to ensuring that the refrigeration, air conditioning, and heat pump sector advances together—leaving no one behind.
